Text Messaging, CRON and WP expert for COVID vaccine alerts

The job is to set up a website checker that would alert admin upon changes send emails to agents desperately seeking an appointment for the Covid vaccine. Optionally send text to agents with in New Jersey. Must have US proxy access (you can use a free service) to see sites from NJ and US IPs. NOTE that URL on the graphic won't work overseas. Site is WP on shared TMD server. System will allow admin to input URLs for checking against cached URL. System will test for text changes every minute. If a change then admin and registered agents are notified. MUST HAVE SMS OR TEXT EXPERIENCE. YOU WILL BE looked at FIRST IF YOU READ THIS WHOLE POST AND will INCLUDE your preference for paid or free texting services. 5 biz days max please.
