WordPress experience developer needed

Job Description:
Hi, we have a website with
Project Theme [login to view URL]
My platform should work like this:
- employer posts a project for free
- I review the project and assign a number of credits that could be different.
- the freelancer applies by using his credit balance
So we need to add the following features:
- Admin ability to set a specific number of credits for each Project (that is the credit number which the freelancer has to pay to make an offer)
- Send a notification email to freelancer everytime a new project matching their profile is added (matching works by category)
- Set custom packages to buy credits for freelancers (50 credits for 20 euro etc...). The developer started working on this feature but it's not finished.
The packages can be paid either by paypal or bank transfer
- when clicking on post new, don't show immediately login/register but only at the end before submitting the project.
- delete the Options step (step 2) when creating a new task
- remove the possibility for the contractor to contact directly the freelancers
- add the "professional category" field in the freelancers registration. The category has to be chosen among those added by us.
We need the work done asap i have very tight schedule .
Maximum time line 5 days maximum budget 8 k
write down the theme name so i know u read my project...other bid was rejected for auto bid
