Programming table using instagram data - Also need API

Job Description:
We're looking to use instagram data to create a sports-style "leaderboard" that would live on a website. It would rank instagram posts that tag a specific account, and include the ranking number, IG handle, date posted, number of likes (which would need to be refreshed in relative real time), a link to the post, and possibly a follow button on the board. We've attached a brief that outlines the scope of work. If this sounds like a fit, we'd love to hear from you. REVISION: I should have been more explicit when I originally posted this, but we need advice on what kind of API we would need to fetch data from instagram. Thanks!
