Python script to split large .txt file into multiple smaller csv files.

Job Description:
I need a python scrip made to split a single .txt file with 100 million rows in to multiple csv files that each have 1,000,000 each. The text file is utf8 but there are some characters in the text file that are not utf8, replace those with a question mark.
