I have worked on somewhat similar functionality in the passed, where a customers fills an online form to report problem with the products and then we assigned agents to the customer who call them at a particular time and hence solve their problem. This was all an automated process and can be configured via salesforce in 3 days if we have minimal UI designs for the form, but if not than I would quote the days depending on design. functionality wise this could be achieved in 3 working days.
