Hi, I am well versed with Microsoft stack of technologies i.e. Office 365, SharePoint, Onedrive, Azure etc. Is it correct to assume that users outside the domain are external users with or without Active Directory credentials. Have you set the option "External sharing" for the site. It's a 2 step process you can give access to the users if other domain.
