Shopify Plus Expert / App Developer Needed

Developer must have experience with Shopify Draft Orders API and Shopify Checkout (Shopify Plus). Looking for a Shopify Plus expert who can help create a solution to a problem we are facing. We have a wholesale website using the (Wholesale Pricing Discount) app and need to create a solution to charge tax on orders based on the shipping address of the customer. All orders on this site are created by the app so they are created from Draft Orders. Since Shopify doesn't have the ability to track a customer's tax exemption per state, a big problem arises when the customer wants to dropship an order to a state in which they are not exempt. Shopify only gives the option of (taxable / non-taxable) so if you mark them "non-taxable" they can ship to any state and not be charged any tax. Basically, we need to have a creative way to store the customer's exempt state (could be done with a tag - i.e. exempt-fl) and then reference that information against the shipping address and if they are shipping to another state other than the state in which they are tax exempt, we have to toggle the tax setting on the customer account and refresh the page to update the checkout with tax. *** This may not be possible though since the orders are created from draft orders. *** Also open to another way to accomplish the same result. With the wholesale app, certain customers are tagged so that they do not go to the normal checkout and their order arrives as a draft order - marked paid. We would need to have the same logic during this checkout to compare the exempt state tag to the shipping state and then toggle the customer's tax setting and refresh the page to show the taxes before the order is submitted. This may require working with the wholesale app developer as some of these changes may be limited by their app/server but the developer of the wholesape app has been really good to work with.
