Simple Mechanical Turk Program

Need a simple website built (the design is finished, just functionality needed) that will allow me to send a question to Mechanical Turk, and display answers (or email) once they’re received (ideally as close to real-time as possible).
Example question would be “why is the sky blue?”
Also need a way to programmatically make sure that the mTurk answers are high quality. Maybe we enforce a limit, or create a structure that requires an answer source.
Need experience using MTurk and programming HITS. Also experience with Clockwork Raven would be helpful.
