MySQL Is not talking to software.

Job Description:
My server is running a software that connects to the local MySQL database that is set up but it will not connect. I am not sure how to setup up what it needs to make a connection but there is a website that has instructions (below). Maybe I set up the wrong version of MySQL on the server or maybe there is just an error in the connection code to the database. The software I am using is trying to connect but there is something wrong or missing that is preventing the connection.
The MySQL database that I am using is on the local server. I am running Windows 10.
The database tables are there as shown in the link below. There is just no connection from the MySQL to the server to send messages. Here is the link that shows you what to do. [login to view URL]
