python, GUI, comport - desktop application

I need you to develop a NON Commercial software for me. I would like this software to be developed using Python who experienced with PyQT5 or Tkinter GUI Framework and serial Comport communication. In The software i would like to create a test panel to test multiple slave status in the field. Each slave has changeable unique address and they have 48 independent channel. The software sends 5 byte frame packet To check which channels are active from the appropriate slave devices via comport. Whenever Slave device receive this 5 byte test frame, then it will immediately response back with 9 byte long frame into an 1 second duration. If it not response back into this time, it means related slave has error or closed. If slave device response back before the timeout duration then software will anlyze each significant bits. please check out the attached pdf file call [login to view URL] Serial data transmit and receive via comport at 19.200 bps speed at 8 data bits, no parity, 1 stop bit specifies. Bus speed and comport settings may change in the program settings. We produce our own microcontroller based light controller boards.
