I Need Help with reinstallation/configuration of PostgreSQL

I have used postgres in the past with no issue on my macOs machine, but I cannot connect and continue development from my windows 10 environment. I would love to be able to work on the same project from both environments, and any help with configuration would be greatly appreciated.
