I need an artist for frequent tshirt design

We are a small online apparel company (our items center around the Pipe & Drum arena) that is looking for an artist for designs for the back of some of our t-shirts. The current project is for a t-shirt that will be release St. Paddy's Day 2021. The design I am looking for is for the back of the shirt, it will have our mascot (seen in file upload) marching down the street playing her bagpipes. Looking at the back of the shirt she will be marching from the right, middle of the shirt (so you would only see part of the street she is marching on, which will be cobblestone) on the side of the street facing us (those looking at the back of the shirt) will be a green alligator, a long neck goose, a humpty back camel and a chimpanzee all watching the parade. Each character will have some sort of St. Paddy's Day attire on (green shamrock shirt, shamrock sunglasses, holding a shamrock balloon, etc.) This design will be in the center of the back of the shirt and will have writing above and below it (the need for the writing in the design is not necessary) I am looking for a sketch, could be rough because it can be refined in the second stage when it gets to the screen printer. This is the first of many opportunities for different designs over the course of the calendar year. We are on a little bit of a time crunch, we are going live for pre-sale with this shirt the third to fourth week of February. Willing to discuss fee with designer, designer to be paid on a project to project basis with no rights to design once discussed/approved fee is exchanged.
