We need a website built from our existing website

Our existing website is built on a wordpress theme that is no longer supported and the graphics have stopped working. We'd like to migrate all of the info/graphics to a new design so that it is all fully functional again.
We'd also like the ability to add a information to the top of the website that alerts customers of current events - a sort of emergency popup or ticker at the top of the website when needed.
