Wordpress Custom Theme Design with .phtml and .css experience required

I need someone to design a 20 page website. The website is up and running but needs a new mobile friendly theme. The site uses custom plugins that involve .phtml knowledge to design some pages and features.
Attached is a list of pages that need designing, most pages are very similar or have little content so in reality is closer to 5-10 pages of unique work.
What we want the website to look like is based on the design of another website that I will send you if you message me. It is basically a mobile first, flat look.
