Alarm Master Database - Conversion from Excel DB to HTML

Job Description:
The intention is to create an automatic and faster mode of data search, view, insertion and accessing.
The initial file contains 30 columns and 5000 lines of data in excel.
data is text and numbers;
Task 1: convert into XML file so it can be accessed easily from HTML page.
The HTML page must contain:
- (Create) a Add/Update button on top of the HMTL DB file.
- Company Logo (see attached)
- Department information| Authorized Person to Add/remove and contacts;
Task 2: Create a form to add/Update information.
The addition of a new line starts when a user adds a new ID.
The ID must comprise some rules: starting by "1-XX (character)-NNNN (numbers)-DD (letters);
Add a warning message next to the ID field with the ID name convention;
warning: "the Tag must comply with ALNG Tag convention"
Each field of the form is linked to a specific column in the DB;
Updating the DB
If the user intends to update an existing line, then the form shall run a Find ID and pre-populate the form.
The user will then change the desired field.
There is a Column called Note. The Filling of the Notes column is mandatory. The finish button will be grayed out until the Note is filled. Mandatory words (one of these) shall be in the Notes:
- SEC, MOC, RCA, HAZOP);
The form shall be accessed via a button placed in the HTML DB, top left corner.
Accessing the form requires a password.
Note: for privacy reasons, the excel file will not be released until I select the freelancer. However, I attached a PDF version of 1 page.
