He seems skilled, but lacks the ability to comprehend or understand a project (probably only if it's simple), despite it being broken down and mouth feed. I praise his determination to get the work done, but that can only go so far. Not listening to the request of the proposal or constantly going of tangent, the project is doomed to fail. Work is untidy/not professional. My mistake was that I didn't look at the review of the freelancer before hiring, which cost me time and patience.
