  can the flag background be on both sides ? can i insert pictures as well ( ON MY OWN )
  in what format will you submit this ?

     yes, the background can be on both sides, let me know where you need the pictures to be so I can add placeholders. I can submit this to you in either .pub (microsoft publisher) or .ps (adobe photoshop) formats (or both).
