Help with Installing Google Tag Manager in Web android application

We have build an application where we have created all HTML files and kept in our local directory. Then in those html files we have written all restAPI. Then we have built that local directory in Android Studio.

We need help to install Google Tag Manager in this Web android application.

Problem 1

We can generate Google Web Tag but we can not install it in the header file of html pages. Because when creating tag in TAG MANAGER on that time it ask for website. Now the issue is, our website in local directory then from their we are generating APK. So web script wont work in header.

Problem 2

If we are generating tag for Android then also we are facing problem because our app is not native. So it does not have event based movement. Like AddtoCart event or Checkout event.

So what to do now?

Note: After you guide us if we dont understand then you may have to take our computer on remote access via team viewer and do it for us,
