Hybrid App for iOS and Android from provided web app

We have 2 (a 3rd to follow) web apps that we need turning into offline hybrid apps that we can publish to the Google Play and Apple App Stores. The web apps are already built and simply need converting so that they run offline without an internet connection. The web apps contain image and video content and are 200MB+ in size so will need to utilise expansion files for Android that can be downloaded prior to going offline. We are happy to submit the apps using our developer accounts, we just need some assistance creating the hybrid apps and possibly some guidance going through the submission process as we've not done it for a little while. We've used both PhoneGap and Ioniq Capacitor in the past and we don't mind either way which is used as long as it works.
