Build a custom logistics cost calculator for web/mobile (responsive) using Angular

Seeking a developer to design and create a web and mobile application to provide logistics cost data to users. The web application will integrate with an existing suite of web-based applications. The mobile app version should be agnostic to the mobile OS/phone. Quick turnaround is highly desired. Current technologies in-house are Angular and SQL Server, but consideration will be given to other technologies if appropriate. This project will lead to additional development of modules in the overall suite of applications and potentially ongoing support. The team chosen for this project will report primarily to the IT Lead and integrate with existing technical resources.
Requirements:
1. The user should be required to enter three to four pieces of information and then be presented with the costing data.
2. When the user enters the key data, the application should look up distance and rate data on the web automatically and use it in calculating the cost data for the user.
3. Administrator(s) should be able to maintain reference data.
