Refine our PID controller with a Stepper Motor

We currently have a PID controller which controls water flow to a motor. The RPM of the motor will change depending on the flow. We want to precisely control motor RPM with water flow, so we use a water valve and actuator with a potentiometer which also tells our PID the valve position. Our actuator is somewhat slow. We believe a stepper motor actuator would make the response faster. So we would like to replace our 0-5 volt analog actuator signal and 0-5 volt analog position feedback with a stepper motor. We would need a system to convert our 0-5 volt actuator signal to a stepper motor signal, and the stepper motor's position be converted into a 0-5 volt signal.
I am not looking you to provide actual hardware. I am looking for recommendations for parts to accomplish this task, a system design.
From the proposals, I see I need to clarify some things. Our existing control works well. I would like to improve the response of the system to hopefully work even better. Controlling the RPM of this motor is on the scale of controlling a flying drone, not controlling the water level in a tank or temperature in an over. It needs to respond VERY quickly and not overshoot significantly, and NOT go into oscillation.
I believe what I need is something to convert the 0-5 volt control signal (which now goes a DC bi-directional power supply and then to the DC motor/actuator) to something which will drive a stepper motor. Then instead of a potentiometer, I need something (possibly part of the same stepper motor driver) which will produce a 0-5 volt signal indicating the stepper motor's position. We will continue to use our PID controller board. However, I am open to suggestions for using a totally new system.
