Build A Website - Online Site for Consumers to Get a Quote to Repair Their Mobile Phone (with option to sell their used phone)

Looking to create a website where customers can log on and get a quote to repair the mobile phone.

Customers will log on to site, select their phone IE: Verizon>Apple>iPhone 5> or by manufacturer Motorola>Droix X
Will offer 7-8 different services for each model, with 3 different prices: SAME DAY, NEXT DAY, 48 Hours
IE:
CRACKED SCREEN (SAME DAY, NEXT DAY, 48 Hours)
CHARGEPORT (SAME DAY, NEXT DAY, 48 Hours)
MIC (SAME DAY, NEXT DAY, 48 Hours)
SPEAKER (SAME DAY, NEXT DAY, 48 Hours)
Audio Jack (SAME DAY, NEXT DAY, 48 Hours)
Volume Keys (SAME DAY, NEXT DAY, 48 Hours)
etc...
Customers will add the Phone Model/Service to their cart and checkout via Intuit
Site requires a custom admin panel, where we can add models and custom services per model.
Site should also have an section for wholesale, where retail stores/dealers can register and login to request repairs at wholesale prices. Wholesale prices will be setup from admin panel, which will be different from retail. Each item should have 3 different TIERS of pricing: TIER 1 - which shows on retail site TIER 2 - store TIER 3 - distributor
Retail Customers should have an option to sell their phone and get a quote based on the information provided.
Must be experienced with custom admin panels, graphics, flash, php, eCommerce.
Must be in USA. and must be able to communicate via phone approximately 3 hours a day - during business hours.
