Tourist Guide with map without Internet

Hello,

I need aplication for one tourism city.

Visitors don't have a local guide to make tours or give more information, and then came the idea of making a virtual-tour gps-guided capable of give local information based on the travelers position but, they don't have [url removed, login to view],we need an App that works on Android and IOS, and connects to the GPS without the need of internet providing rich-media information, like text, photos, and video if possible so, visitors can download the app through a wifi-network.

i can provide references, links to websites and other similar projects

Aplication need to have few layers (I will send map for every layer in PMB) and on every layer user need to see his current position without internet connection.
