Build an iOS app for a restaurant chain

We need an iOS app for our chain of restaurants.
This is the workflow.
- User downloads Personal Menu app onto phone
- Creates a profile on the app. (name, email, tel, dob)
- Selects dietary preferences (halal, kosher, vegetarian, vegan, gluten free) and allergies (milk, eggs, fish, shellfish, tree nuts, peanuts, wheat, soybeans, sesame seeds)
- When the user enters a restaurant, he/she scans the QR code at the entrance and a personalized menu pops up, at the top of which will be any promotional items and special discounts for his/her birthday month. This menu will not show up items that do not meet the user's dietary preferences or allergies.
We require an admin panel to manage 1) user accounts 2) restaurant info (address, hours, promotional items, etc) 3) restaurant menu items ingredients
