Basically create live TV streaming from VOD video content

This feature is available in VLC for windows but the project is for Linux with C, C++, or GO

- Create playlist (random or progressive)

- Create live TV URL

- Insert logo on live channel

- Edit/update playlist

- Play/stop channel

- Enable disable authorized IP Adress

Everything to be done in Linux webpage access

Easy to upload, edit, create live TV, stream

Must be able to control unauthorized IP Adress

Need to be familiar with NGinx, VLC, Video codecs
