Webcamchat with Tokens/chip/tip

I would like to develop a webcamchat and a payment portal like Cam4, Myfreewebcam etc.
I already have a flashcoms webcamchat and it could be integrated into the chat.
What i am looking for is a chat where you can buy tokens/chips for a certain amount through CCbill or Paypal and maybe also through phone/sms
Also the user could choose to send tokens to another chat/webcam user and choose how many tokens he want to send.
Also then i need a exchange module where the user can change his tokens in to money through example paypal.
So if a user buy 100 tokesn for example 10 dollar, he can choose to send this to a user in the chat and the user can exchange the tokens for example 8 dollar.
The user should be able to send the tokens in open chat and private chat.
It should also be a script that fills the userprofile in the chat with the tokens when bought.
I now use Flashcoms chat, and Dolphin7 script.
Is it possible to integrate into this, or if we have to make a whole new chat/userprofile script.
The userprofile does not need to be advanced, just some info/picture of the user and save the tokens bought or given away.
Any idea ?!

I have an license for both systems so.
The chat should be a free chat, with webcam like those i mentioned.
But an aditional system for giving tip to cam users should exist.
Also a system for buy chips/tip and exchange this tips into money again.
Bugdet: 1500 - 5000 USD.
