Add popup to HTML site

I'm looking for someone who can integrate a popup to a HTML site.
The popup banner should appear after 5 seconds after the website is opened.
When a user clicks the popup banner, they will be redirected to a URL in a new tab and the popup will automatically get closed.
I got a pupup plugin here and will provide you the files to work with if you need it
