New theme & change of list style for php-nuke site

I have created a community website for a small country town in Western Australia using Php Nuke.

I need a couple of alterations made to one of the modules, and also a change to the overall look of the site.

On the site, people can choose to become a member, or a premium member. If you are a normal member, it is the standard type of membership for php-nuke sites. I haven't altered that. If people want to be a premium member, once they have signed up to be an normal member, if they click on the 'Add Your Business' link down the bottom on the left side of the page, or any other link which is only able to be used by premium users, it will come up with an application to be upgraded to a premium user.

Once they are approved by me to be a premium user, they get access to add their business to the business list, update it if they need, and they can also add and edit their positions vacant on the site too.

The changes I would like to make are as follows:

1. I have made an image of how I want the site to look, but I can't seem to change the site so it looks the same as my image. I have attached a jpg of how I want the site to look. I still want the 'create and account' and 'updated on' to be shown up the top (just position them where you think they look best), and I also want the menu down the side (the blocks) to look a bit nicer than they do at the moment. Maybe one of those tables where the cells change color when the mouse hovers over them, and maybe a rounded header on each section. If it doesn't look nice like that, you are welcome to use your own artistic flair. I can provide the photos I used in the background in full size that I have. I also want the whole site to bein these colours, and all the content on there to not be deleted. I also want the new look to be a totally new theme, so I can keep a record of how it looks now, just incase I need it again one day. The bottom banner feature also doesn't work on my site at the moment (where it shows how many hits a banner gets etc). If this could be fixed in the new theme, it would be great!

2. On the 'Business List', 'Organisation List' pages (links at the side of the page), I want everything to remain the same in regards to how it all works (there are also searches linking to it, and different types of users have different privelages, etc), but I would like the look if it changed so instead of all the details showing up as they do at the moment, I want a list format, which people can click on the relevant business etc, and it takes them to a page with all their info on it. The only thing is, I want each type (business/organisation) to be on separate pages (like they are now). Find a job section is done as the same type of thing, but I would like this to stay as it is at the moment.

Ignore the different sections on the url above, it's an example only. I want this format to also show up when people use the search function for each of these lists.

I also need all the businesses etc which have been added to stay. (Not to be deleted).

In other words, keep everything how it is, but change the look to how it looks at the URL above, but still have all the lists separate as they are at the moment.

3. Once the look of these lists have been changed, I also need another list added exactly like the existing ones, with all the same allowances for visitors etc (although with the new layout) for 'Government Agencies'.

4. On the business list only, I would also like an option for the person uploading their details to be able to upload a photo or logo. I want this image to be positioned on their individual page to the right (where the blank space is).

As this is a community website, we don't receive funding, but I am willing to pay out of my own pocket to have this problem resolved, but due to this, I cannot offer much - please remember this when bidding.

Sorry, one more thing. For the new layout, I can give you a copy of the photoshop version of the image above with all the different layers if it will help you.

For the new layout of the site, if you can think of something better than my image, please feel free to use artistic flair. I want the site to look a bit more inviting and interesting, with more pictures. If you have any ideas, please let me know. An example (even a rough one) of what you mean would be helpful first though, just so I can see we're on the same track.
