Wordpress Site Modification

We currently have a Wordpress reverse auction site setup. We would like someone to make some modifications the the code so that we can provide services inspired by uship.com. The current setup we have already has the many of the features we need or want, we just need to enhance the system by making it look more modern and getting the functionality working the way we ant it...........

In a nutshell, we would like to develop a page that is a global online marketplace for shipping services. Individuals and businesses list items they need shipped (for a nominal fee - via Paypal) in a variety of categories, such as passenger vehicles, boats, or heavy industrial equipment, and transportation service providers place bids for the right to ship the item. We would also like to beef up the current feedback or review rating system for both the service providers and customers, similar to the eBay feedback system. For some categories, including boats, autos and less-than-truckload (LTL) freight, Customers can book immediate (book it now) shipments based on these quotes or opt to wait for auction bids, similar to eBay’s ‘buy it now’ feature. The reverse auction format aims to reduce the cost of shipping by enabling service providers to find shipments along their routes and fill empty cargo space. The current system has Google maps built in so the carriers can calculate distance and we would like for the drivers to input a route and see what is items are available for pick up based on their search. There are many small things we would like and we have been told that this is something that can be done in a very short time due to the fact that many features exist. Lets start some dialogue and see what is the best way to complete this project.
