Build an ecommerce website from scratch + SEO

So basically i'm starting a used products store (mainly cellphones and computers), i will have about 100 products in there for starters, but i will be constantly changing and adding different products so i need a platform that it's easy to do that myself, i also need to have the ability to add 6/7 photos for each products since it is a used items store. I will also need SEO work since this is a new company. website will be in 2 languages, Portugueses (MAIN) and also english, i will do the portuguee translation. I need several functions like checkout, abandon cart, etc... in terms of payments i will be using paypal, bank transfer, and ATM References, i don't need debit/credit card. I want a clean but professional design, main colors would be orange white and grey. you will also be responsible for installing the website in a host (if necessary). I need a website that is fully functional in a way that every time it needs to be updated, i am able to do it myself. Would like for it to have the minimum monthly costs as possible, and definitely no transaction fees.
i don't have a preference in a plataform, except for shopify, i AM NOT interested in shopify because of the transaction.

I need an ecommerce site for my new company, an electronics used product store, mainly focused on selling used mobile phones and computers.
I need a website that is easy to add products, since i will be constantly changing inventory and i would like to do it myself, i'm looking for a website that has an appealing design but it's easy to use.
Needs to have the ability to add 7/8 different photos for each product because since they are used products it's important to show it's condition.
I need the option of adding different categories for the same product, for example in a cellphone, 3 different categories A,B,C, which represents different conditions of the product like a- very good - b good c - acceptable.
I need several functions like save checkout cart, payment integration i need paypal, bank transfer, and atm payment references, i will not be using credit cards.
I don't have a preference in a plataform, can be magento, prestashop, wordpress etc etc... i only DO NOT WANT Shopify or other platform that has transaction fees.
I want monthly costs to be as low as possible because this is a new store.
I need SEO Work since this is a new site and store, and i also need the website to be mobile friendly.
Site has to be in 2 languages, portuguese (MAIN and i will be doing all the translation for it) and english.
