FTP accounts on Vesta

My cPannel is Vesta, so I need an expert on Vesta
I need to create several FTP accounts with the following atributes:
-Access only to certain scpecific folders
-The user cannot: upload, delete, write or modify any content.
-Download yes but limited to 10gb download (the user cannot DL more than 10gb)
-The download speed must be settled to 400mb max.
-After the 10gb cuota is filled, the FTP account must stop working (usless), deleted from Vesta even better
The only thing a user can do is watch the content and download what ever he wants but he cannot download more tha 10gb with a limit download speed of 400mb
Can Vesta do that? if not, is there any way to install a script for this task?

The access to folder is to be done when creating the ftp accounts for the users. The download limit can be set using the nginx config.
