Help me connect to mysql via php on windows server 2016

I will give you remote access to resolve when you are ready. Please do not bid unless you can start now as this is a quick project. If you need more than 30-60 minutes, I'll create a new project to bid on as to be fair with the fixed price. Unless something is seriously wrong, this is a quick one.

I have a brand new windows server 2016 install running IIS and mysql 8.0. I'm simply trying to connect to the mysql database from another machine on the network running php. I've connected to many other machines before, both local and remotely, but I cannot connect to this server. I've only connected to other linux boxes and not windows, so maybe that's the problem? My co-worker is using Java and her connection string works remotely, but I cannot do it via a php connection string from a linux box.

The firewall is off so it's not that preventing the connection. Also, my coworker is able to connect remotely.

NON-WORKING php connection string (this works on all the other mysql linux boxes )
