Looking for CPM Network Script

I am looking to start a small CPM advertising network.

I will only need the publisher's area and the administration area.

I don't need any front end.

I'm not looking for design. It must be simple to view the functionality of the script!

Must-Have Features:

Publisher registration page

-Publisher logged in an area where they can:

- The registration process and they should add websites for approval.

- Get ad codes.

- Modify User Profiles.

- Request payments (I don't need any payment getaway integration).

- They should able see stats

- Referral Links.

Administration area where I can:

1. We will provide you an advertiser API, that need to be get integrated within our panel.

2. Free Form for ad codes.

(Free-form lets you paste in any ad code format, such as from third party ad providers like Google Adsense)

3. Manage users and their websites.

4. User website approval system.

5. Different sizes campaign creation with credit texts.

6. View and approve Pending payments.

7. Set/change CPM pricing by country.

8. Report/stats of users.

9. Header bidding.
