PHP Rating and Value Script

I have a simple rating and value script with a data text file that I want modified to include new features. New features include reformatting to have a smaller foot print with pop up windows for rating and inputting values and additional display of min, max for the value portion. An additional feature to inhibit or stop bad data that may be inputted by users to maliciously inflate values. This may be accomplished by stopping inputs that exceed the min and max by a percentage (25%) and creating an admin function to delete, not approve or just send an email to the admin of the entry. I am also open to suggestions on how to manage. The code will be duplicated on multiple independent pages.
