Responsive Website Design for PHP Framework from PSDs

This is a pretty straight forward project, although with the potential to lead to more work. I need a responsive design template for a Yii framework website from layered Photoshop documents. I've attached a jpg of the homepage and subpage of the public website. There are also a client and company admin that also need to be converted. I would do it myself but don't have the time, and I'm looking to out source more of CSS/HTML programming and focus more on being a marketing and advertising consulting.
I have my own server and will be setting up the Yii framework as well as installing the theme. Also you need not worry about the final images (using dummy images in the mock up) I will be posting them with the content. You’ll be using jQuery for the UI effects like the homepage slide show.
This is a pilot project for whomever I choose depending on how this goes. I have another project that also needs to have a responsive design template created for it. I will also have more work for the contractor I select in Responsive design, WordPress templates, PHP programming, some custom WordPress programming and potentially bigger PHP projects. I'm not looking for the lowest rate (although that does factor), but someone I feel I can communicate with effectively, a broad skill set as well as an eye toward clean quality code.
I possess an extensive background in web development both on the design and programming sides. I also have a strong background in website and web application project management. When I give you a project, the requirements will be scoped out exactly for what I need with suggestions on how it should be done.
