Evaluation Online Shop Software and website concept

I am looking for a freelancer that can evaluate a concept and suggest softare and some mockups and design ideas. the entire project is only to evaluate and build some basic mockup. there is the option though, that the following project will be awarded for the same freelancer.

The idea of the website is to establish a fresh food ordering website. therefore the online store system needs to have a inventory management and the shopping cart has to track this. if an item is sold out, it should not be possible for someone else to order it. payment via paypal and cash on pickup

The musthaves are:

- a basic Online shop functionality for food ordering. Freh local and regional grown food

- inventory tracking - it item is gone it should disapea from the store or at least be market as not avaliable.

- responsive website optimized for desktop, Tablett and mobile

- one page payout (there is a limited amount of items i.e. max 20 different items)

- search function and filter. filter per zipcode. each item has a location

- design should be clear and fresh

Software musthaves are:

- hosted on linux with PHP and mysql

- free PHP script with no monthly fees (such as quickcart)

- lookalike can be similar to shopify

I need a suggestion of a open source software that can fullfill the needs and a mockup of a template
