Convert a PDF design from our designer into HTML and CSS

I need two pages of a PDF created by our designer converted into HTML and CSS. Our designer is backed up on other projects and cannot get to the conversion. Attached is the PDF with the two pages. Also attached is some sample HTML generated by the designer for other pages on the site that might be able to save you some time. Here are the project requirements: - Convert the two pages in the PDF design into HTML and CSS - HTML should be substantially hand crafted. HTML should be free from spurious tags, tool-generated comments, etc. It should be clean and understandable to read insofar as possible. - HTML should generally conform visually to PDF design in latest Chrome, latest Firefox, IE9+, and latest Safari. This includes spacing, colors used, fonts, etc. Deviations from design can be made with approval if you have suggestions for a better design. - Modern HTML practices should be used (ie prefer divs over tables for layout, etc) - No javascript is required. For interactive controls like the tabs, you only need to design as it appears. - Project should be substantially complete within 48 hours of award
