Hi, so we need a library to communicate with Charging IC and ESP8266 or other wireless module. it will create a link between server and physical device. Kindly provide internet device like ESP8266 which you have used. i have worked with arduino and ESO-01, ESP32 and other chips. I2C, UART, SPI all communication are well known. we are designing PCB hardware with software from last 6 years. Kindly provide more info. so we can design and make this circuit with Arduino Code. **Note, We can use ESP32 directly for communicating with server and "LTC4015". so we do not need Arduino extra. if Arduino is mandatory, than we can use it for sure.
