Setup Asterisk Server for Multi-tenant Use with ARA

Hey everyone, I've been digging in to Asterisk for a while but I'm not a developer so I may not have all the concept right. I'm open to any suggestions that come from a professional developer. I'm looking to setup a multi-tenant asterisk server working on the Asterisk Realtime Architecture. Since its going to be used for multiple customers it must have a structure that is going to allow me to update it(as adding and editing extensions, IVRs, trunks or dial plans) real time without any downtime (not even seconds). I need to record calls by adding them to a DB so that an Administrator can listen to these records by a web-based gui in the future. I also need to voice mail service to be active. I want extensions to be able to listen to their private voice mails and I also want to be able to send their voice mails to their e-mail addresses. I'm also planning to have a web-based gui that would allow these users to login and listen to their voicemails in the future so simply everything must be controlled and logged in a database. I also need to have a fax module installed that would allow the server to receive faxes and send them to an e-mail address for each customer. I need the users to be able to send faxes by email. (Adding target phone number to the subject section of an e-mail.) The multi tenant system must have the ability to maintain complete separation of all companies. Including the internal extensions should not connect to other companies extensions. There are multiple ways to accomplish this but whatever approach you'll choose I need it to be with top security from being hacked into other companies. I also want you to set up for me a basic dialplan application for internal use. This will be added to all companies with an internal number to dial in to access it. Every extension will have a separate pin to log in to that menu. On this menu there will be the option to reset the pin, listen to voicemails, setup meetme with their cellphone numbers and disable it, turn do not disturb on and off, start and manage conference calls. I can also provide many test servers that you can use while you are working on this project if you need it. This is only a first in a long list of asterisk projects that I'm going to need help with. I will need a lot of help in building this pbx to add future features that I've in my mind. Right now I need these basic features and setup ASAP.
