Build a windows app that adds button next to minimize button - proof of concept only - READ BEFORE BIDDING

In the screenshots (please review), we show an example button being added to (1) explorer file in windows (2) apps, like Chrome and Word. This is a proof of concept only. We want a button added that opens a dummy UI (shown as image #4). It does not have to perform any function except the [close] button. We are looking for a developer to build the windows part of our app. This is a test project. You must have excellent communication skills and attention to details. We build our apps web-based, windows and OSX. This can be built in C# or Delphi. If possible, we prefer Delphi, but not sure if it can support the UI interface. To show that you have attention to detail, put your favorite language as the first word in your bid. This will prove to use that you read this. It is sad how many people don't read directions and are excluded. However this is our rule, don't read directions and we ignore your bid.
