I have used the MAX3000 series before and I have implemented an SPI interface for an ADC many times before. I have a higher cost due to the unknown interface with the MCU - if you message me and discuss the interface options I will adjust the cost accordingly. I have put 14 days with a 50% milestone for the delivery of a first (unverified) design then the second half dedicated to verification and test-benching. I would spend some time initially formally documenting your exact functional requirements so there are no misunderstandings later as to what is expected from me.
