Build me a Desktop Application

Freelancer required from Delhi / NCR area only A desktop software app (offline type) to be developed and delivered in form of pen drives ( 2 master copies) An input data in form of microsoft excel loaded with logics/mathematical formulas will be given to create such software but quotation has to given based on pdf given for same only. Project must be completed within 15 days & presented for trial but trials/testing must not go beyond 3 times if there are no new features added A front display is to be created consist of 4 modules & working on 1 module is to done this time. In case project is fruitful, balance 3 modules can be considered to be allocated. NDA for given input material has to be signed codes, links and all related material to be handover stored in pen drive. Aesthetic must be as per pre decided/ agreed & a sample work to be shown before awarding the project Quotation must be given in breakup, function wise with validity Scope of work covered & Not covered must be clearly defined in the quotation.
