I Need Advice About Conditional Formatting

I am trying to create a circuit ID form. If you look at the file, I want the color of the number in the "CIRC. NO." column to change according to the selection of "120/208V" or "277/480V" in cell AC6. I need these numbers to go all the way up to 84 in both color sets for all the cells under "CIRC. NO.". I have gotten it to work for one celll only but it will not transfer to any more cells for some reason when I change the range. So I would end up writing the function for each rule in each cell 168 times which adds up to around 20,000 rules on the entire sheet. Is there something I can do to streamline this process? Am I using the wrong formula? Any help is appreciated, thanks.
