Cryptocurrency Creation

I need a cryptocurrency created with it's own blockchain, I would like to have the it coded in PHP and will be AIISC and GPU resistant. CPU Only Mining. Proof of work My Roadmap: The roadmap below is what would need to be completed by the development team. I would not be able to afford to pay to have all of this work done at once.
