Concert / Events Ticket App for iPhone and Android - repost

As the title says, I am looking for an experienced developer who can create an Concert / Events Ticket mobile app from scratch for iPhone and Android. So I want the same app for both iPhone and Android smartphones. ( two apps ) - And keep in mind that the stock for tickets should sync for both of these apps iphone and android versions. The basic ideea: Users should be able to browse upcoming concerts/events and be able to purchse a ticket using their credit/debit card ( inside de app ). After that, the user receive the electronic ticket on his email and the ticket is also added to 'My tickets' tab. More details: On the Homepage there should be listed the upcoming/featured concerts. On click on one of the concerts, the user is sent to another page where he can choose what type of ticket he wants for that concerts ( based on the seat he wants, the sector, the price ). After the ticket is selected, the user is sent to the payment page inside the app where he needs to complete his credit/debit card details and then press "Buy" . After that the user is redirected to a new page which let him know that the purchase was completed and the new ticket is awaiting on his email ( which will be required when the user signs up for the first time ) and also on the "my tickets" page where he can view the electronic ticket aswell. The app should keep the user logged in, after the first sign-up. On the tabs bar ( should be : Concerts/events as a Homepage ; Offers ; My tickets ; My profile ) I've already talked about the Concerts page. About the Offers page: Discounted tickets, the same way as Concerts(including payment page) , but I will also want if you can add something that will allow me to send personalized messages/notifications to users. What I mean by that is based on some factors, the app should learn the user's preferances and show discounted concerts based on these preferances in the offers tab. My tickets - Here the user will find his purchased tickets or the ones that are in pending ( left the payment process ) My profile - Not sure what I would like there yet. REMEMBER This project is for two apps ( the same app ) but for both iPhone and Android devices. MY BUDGET IS $750 for BOTH APPS so don't bother bidding if you can't work withing the budget. Also this is my maximum allowed budget so I will eventually look for something lower if possible.
