I need my laptop to be used in an EU country, displaying a UK IP address (or showing the same Public IP as if I was using it in the UK) to those who can see where this machine is connected. I cannot install anything on the actual laptop device but I can use a personal intermediate laptop, switch or other device as a hotspot for the actual laptop(s).

Very easy you will need to leave a laptop at your place connected and powered on. when you travel you will access your laptop remotely do your business then log off.

If you can use another device as a hotspot then I can suggest a small network device with built-in VPN functionality. The device would connect to a VPN server located wherever you need it to and would broadcast a wifi signal that you could connect to. This wouldn't require any software to be installed in the laptop at all.
