Web-based application for Team planning inc some extra features

Dear Coders,

This assignment is about building an application that solves some information issue's I have in my job as team planner.? With this application I want to replace some excel sheets I normally use for this activity and want to bring some of the info together in a user friendly interface.

In the attached docs I have tried my best to write out all the functionality I want to have inside this tool but basically it comes down to this

1) It is a web-based application - web frontend with a database

2) There are 3 roles, RootAdmin, Team Admin and normal users. Root admins can do all, like create teams, Team admins can create users, activities and skills for the team there admin in.

3) Every user has its own profile page where they can see their personal week planning en navigate back and forth to see past and upcoming weeks, only the team admin can access the team page and create/delete/modify users, activities, and skills. Also there is a team page where all info comes together visible for the whole team.

A non functional requirement is that it has to have a very tight and fresh interface, high usability and good performance. When it comes to choosing a coder I have to see some completed jobs that included building as web interface..

? I also like someone who is pro-active and knows where he is working on and help me to think with me, advice me and keep me out of the usual pitfalls.

In my company I am responsible for the planning of the team and resource them in daily work and projects. The last years I am doing this using excel sheets and send those around. The problem is, besides this is a hell of a job to do every week, that in our team a lot of different disciplines and skills are required. We are an IT team doing all different kinds of work witch all require there own set of know how and skills.

?

Now I want to get more inside on this, so besides knowing who is working on Monday or next week I also want to know what skills we have on board on that particular day. So I want to combine the weekly planning and a skill matrix together. See who’s in the house at the moment and what skills they bring

?

So what I want is a tool that has a web access and database. I don’t have strong privilege on what web engine it runs or the language it is written in. Just as long it is supportable and adjustable in the future and has a 2.0 fresh appearance and intuitive usability.
