Convert existing HTML page into pure CSS formatting and structuring(repost)

I have a web page template that I have designed using HTML nested tables in order to give me complete control over the design. However, inline with the Disability Discrimination Act here in the UK, I need to make this template accessible. This means that it must at a minimum meet WAI AA compliancy. The template I have is created using Frontpage and I need the page re-built using CSS to structure the page (instead of nested tables). The CSS needs to be in an external file. The page must be re-created exactly how the existing template is designed. If anything cannot be achieved with CSS, we can talk about what could be changed. I have the first part of the page attached. This is just the main area of the page along with background and border shading. I first need this part of the page re-created in CSS. Once this ks done, we can work together to build the rest of the page using logical divs (header, navigation, etc). I have also attached a rough final design of how I want the template to look. I will supply more details and artwork once we get the first part done. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform The code must be good, clean code, strcutured correctly and compliant with WAI AA.
