flash application custom map

I would like to create a flash application for managing visually availability of moorings and tie-ups in a harbour in my city. I've got a client who has the right to rent some moorings, for yachts from different lenghts and he would like to have a flash application to control that. He already has a place where you can get the map. Take a look at [login to view URL] and then click at the bottom right on the steering wheel to see a zoomable map. So, he has the right for 40 moorring more or less in the South area and some private moorings in other areas in the map for private clients. He would like to be able to: - Capture the flash movie at [login to view URL] (the map seen when you click at the bottom right on the steering wheel to see a zoomable map), so that it can be used for the application. That's the map of the harbour. - Show free and empty moorings real time, connected with a small backend that would allow him to set the moorings as rented, free or standbay. All this for the area where he has the rights (at the bottoom). Availability of these moorings would be seen by admin and all visitors. Those moorings marked as private would only be seen in the admin area, not on the public area. - Show free and empty moorings in specific areas in the harbour. These would be private and only admin would be able to see it. - Show relevant information about the mooring: length, width, type of boat, availability, number, etc, when users mouse over the flash movies areas where the moorings are, that is, all over the inner area where yachts can be parked. - Admin area (no need to be flash) where we can set mooring's different states so that users and admin can see real time availability in color codes on top of the flash movie. When users mouse over it, they will also see an tip area slide in with info about that mooring. - Admin area (no need to be flash) where admin can see free/rented/standby moorings, and search for their positions by length, area, price. See and set a mooring as private or not (private moorings would be inside the main harbour's area) - Admin area where client will be able to stretch out the area for a mooring's space dynamically (this could be done in flash so that areas could be stretched dynamically and real time). Yachts have different lengths and widths, and he would like that when a new yacht comes in and rents a space, maybe it will need 2-3 moorings to be fit in the harbour. He would like to somehow be able to select a widht and length and be able to fit the yacht in there, and thus changing availability of total number of moorings dynamically. The thing is that this situation might happen often and he'd need a way to change widths/lengths in the main mooring area so that he can fit any yacht's lenght, or even rent half of it for a big yacht. - Zoom in/out and move inside the map, showing available moorings.
