Government type project

I need a government type site made. I'll pay $150-200 for this work. It needs to be done in 21 days or less. I have the homepage psd made. You'll need to chop it up. The other pages will be that same type of page just different text and what not. There will be provision for users to upload items for directory listing. and image placeholders for banner adverts. There will be a Financial industry Job adverts feature on the site. It will have a price comparison feature; which is one of the most important functionalities of the website.
